Construction to begin on first of two projects to add new I-64 interchange at Denbigh Boulevard
NEWPORT NEWS — Construction is scheduled to begin this month on the first of two projects to add a new interchange on Interstate 64 (I-64) at Denbigh Boulevard in Newport News. The I-64 at Denbigh Boulevard Interchange “Phase 1” Project will construct the westbound interstate on- and off-ramps for the future diamond interchange at Denbigh Boulevard, along with improvements at the Denbigh Boulevard intersections with Warwick Boulevard and Jefferson Avenue.
Following completion of the “Phase 1” project, anticipated as early as summer 2029, travelers will have a new additional westbound access point along I-64 between Fort Eustis Boulevard and Jefferson Avenue, with eastbound access to be added in the future through the separate “Phase 2” construction project.
These projects are designed to improve safety, shift traffic demand away from other nearby roadways such as Jefferson Avenue, and alleviate congestion at the adjacent I-64 interchanges by providing another access point to I-64.
As part of the $58 million design-build contract awarded in October 2025 to the Shirley Contracting and Dewberry team, the current project also includes widening I-64 west at the interchange and adding new turn lanes on Denbigh Boulevard at the new ramps to support access to the new westbound on- and off-ramps.
Additionally, this project will also address improvements at two intersections on Denbigh Boulevard at Warwick Boulevard and Jefferson Avenue as follows:
- At the Warwick Boulevard intersection, Denbigh Boulevard west will be widened to provide two dedicated left-turn lanes, two through lanes, and a new right-turn lane.
- At the Jefferson Avenue intersection, Denbigh Boulevard east will be widened to provide two dedicated left-turn lanes, two through lanes, and a right-turn lane.
Pedestrian accommodations at these intersections will be provided in accordance with the Americans with Disabilities Act (ADA) and Public Right-of-Way Accessibility Guidelines (PROWAG) requirements.
Project Traffic Impacts:
During construction, motorists can expect scheduled lane closures and long-term lane shifts on I-64 west at Denbigh Boulevard. Lane closures will also occur on the Denbigh Boulevard bridge over I-64, as well as lane shifts at the Denbigh Boulevard intersections with Warwick Boulevard and Jefferson Avenue.
Starting as early as Aug. 31, crews are scheduled to implement a long-term full closure of the connector road between Pagewood Drive and Denbigh Boulevard Service Road. The roadway at this location will be reconfigured and is anticipated to reopen near the end of the overall construction project.
As part of the project, access to and from Richneck Road at Denbigh Boulevard will be permanently closed as early as fall 2026 due to the new roadway configuration for the ramps.
All work is weather- and schedule-dependent; therefore, this schedule is subject to change.
