I-64 HRBT westbound reopens early following completion of first travel lane repaving

NORFOLK/HAMPTON — The I-64 Hampton Roads Bridge-Tunnel (HRBT) reopened westbound toward Hampton ahead of schedule Saturday evening after repaving work on one of the two westbound travel lanes in the tunnel was completed.

Crews worked Friday night through Saturday to complete milling, paving and pavement markings in one westbound travel lane. Due to the amount and duration of rain forecast for Sunday, conditions were not expected to remain suitable for crews to complete the remaining westbound travel lane to the expected quality within this weekend’s closure timeframe.

Although most of the paving work takes place inside the tunnels, the operation is still affected by outside weather. Heavy rain can lower the asphalt temperature during transport to the tunnel and introduce excessive moisture at the tunnel approaches, entrances and pavement surface. The asphalt must remain within the proper temperature range, and the roadway must be free from ponding water for the new pavement to bond and compact properly, helping provide a smoother, longer-lasting roadway surface.

With paving complete in one lane and weather preventing work from continuing Sunday, VDOT reopened the westbound HRBT early to restore this key regional connection for motorists for the remainder of the weekend and well ahead of the Monday morning commute.

The remaining westbound repaving work will be completed during a subsequent second directional closure weekend, as originally planned if needed. Up to two planned weekends of full directional closures are also scheduled eastbound at the HRBT toward Norfolk for repaving, starting later this month. Additional backup weekend dates include Nov. 6-9, and Nov. 13-16, if needed.

Any updates to the closure schedule will be shared through VDOT's official channels, including the VDOT.Virginia.gov/HRBTclosures project webpage and VDOT Hampton Roads District social media channels on Facebook, X, and Nextdoor.
